How to Get Discounts on Electricity Bills – Brazil's Social Tariff
The Social Tariff is the main public tool to reduce the impact of energy bills on the budgets of low-income families.
With recent changes approved in 2025, the policy now guarantees 100% discount on consumption up to 80 kWh/month For eligible beneficiaries, this means direct relief for those who have been curbing their consumption.
However, having proper access to the benefit depends on registration and updated information in the Single Registry (CadÚnico) and, in some cases, on the automatic linking between government and distributor databases.
Understanding the requirements, necessary documents, and application mechanisms prevents losses and rework for families.
In the following sections, I will explain, step by step, who is eligible, how to confirm eligibility, how to register, and what precautions to take to avoid losing the discount.

What is the Social Tariff?
The Social Electricity Tariff benefited 17,4 million families in 2024, with a total of R$ 6,4 billion in discounts granted; the average discount per family that month reached R$ 32,25.
Since July 5, 2025, by virtue of Law 15.235/2025 (formerly Provisional Measure 1.300/2025), the rule has changed: eligible families that consume up to 80 kWh/month will have 100% exemption of the energy tariff.
This change represents a significant step forward in the fight against energy poverty, translating into real savings for those living on low incomes who will now depend only on charges and taxes (such as ICMS or public lighting), not on actual energy consumption.
